When to bring in a step-in development manager
A scheme that is well under way can still benefit from an experienced, accountable pair of hands brought in to see it through. That is not always a sign of difficulty. It can be a resourcing gap, a change in the delivery arrangements, or simply a client who wants the certainty of a single party owning the outcome from here to completion. Whatever the reason, the value is the same, and the earlier it is arranged the more straightforward it is.
When it makes sense
There is rarely a single trigger. It might be a programme that would benefit from firmer grip, a delivery team stretched across too much at once, or reporting that has become less clear than a client would like. It can equally follow a change of ownership or strategy that leaves the scheme needing someone to carry it forward. None of this means a project has gone wrong; it means the scheme would move more surely with accountable delivery in place.
The common thread is a live scheme that would benefit from a single, accountable point of delivery. The sooner that is in place, the more straightforward the run to completion.
What a step-in development manager does
The role is to become the client-side authority over the scheme and take ownership of the outcome. It begins with a clear, unsentimental read of where the project stands on cost, programme and risk, followed by a plan to protect the investment and carry it through to completion.
From there it is a matter of grip: change control, programme and delay management, design and quality oversight, and the commercial discipline that carries a scheme to handover. The aim is not to reopen everything that has been done, but to give the client one accountable party who can be relied on to deliver what remains.
A forward-looking mandate
The value of a step-in is entirely forward-looking. It is about completing the scheme on the best achievable terms, protecting the capital already committed, and giving the client certainty over the outcome, rather than revisiting how the scheme reached this point.
